This is the information page for Enforcement and Protective Services for the RM of Lakeland No. 521.

Who are we?
Enforcement and Protective Services (EPS) is the RM department that deals with matters affecting public safety and compliance of laws and bylaws within the municipality.

Is EPS a police department?
No, we are not an established Police Service under The Police Act, 1990.
Policing is provided by the Royal Canadian Mounted Police. Policing within the municipality is provided by two detachments of the RCMP located in Prince Albert and the Prince Albert National Park.

Part of the mandate of EPS is to work closely with these detachments as well as other law enforcement agencies. Other agencies we work with include Provincial and Federal Conservation Officers, Highway Traffic Officers, and Public Health Officers.

If you are not a police service, what do you do?
EPS provides service to the municipality in primarily non-criminal code policing. Examples of enforcement currently undertaken in relation to Municipal, Provincial and Federal law are as follows:

Parking Bylaw The Litter Control Act
Building Bylaw The Alcohol and Gaming Regulation Act, 1997

Noise Bylaw Federal Laws include;
Zoning Bylaw  
Development Bylaw National Building Code
  Applicable section of the Criminal Code of Canada

When did this start?

EPS has evolved since 2006 and include staff and agents such as:

  • Sworn Special Constable pursuant to The Police Act, 1990
  • Building Inspector and Designated Officer.
  • Bylaw Enforcement Officers and Municipal Peace Officers.
  • Legal Council

What else can you tell me?
EPS is governed by a board appointed annually by council. The duty of the board is to provide general direction, establish policies and priorities for EPS, ensure effective and an efficient service is provided within EPS framework. They are also the direct liaison to our policing agency, the RCMP.
